U.S. Department of Commerce issued a preliminary report on the anti-dumping investigation of Chinese passenger car tires

On August 29, 2016, U.S. local time, the US Department of Commerce issued a preliminary ruling stating that the dumping behavior of Chinese tires for American trucks and buses had been determined. The dumping margin was 20.87%-22.57%, of which the dumping margin of Uring Chengshan was 20.87%. Some manufacturers dumped 22.57%.

Based on the current situation, the U.S. Department of Commerce will notify the customs to impose guarantees based on certain tax rates on relevant product manufacturers and exporters. The US Department of Commerce and the International Trade Commission will announce anti-dumping arbitration results in January and March 2017 respectively. According to the U.S. trade remedy procedure, if both organizations determine that Chinese products pose a substantial threat or damage to U.S. industry, the United States will formally impose Anti-dumping duties. In addition, the U.S. Department of Commerce issued a preliminary ruling on the countervailing investigation of Chinese truck and bus tires on June 28. It was initially determined that there was a subsidy for Chinese exports to the United States. The subsidy ranged from 17.06% to 23.38%. Among them, 17.06% for dual money tires, 23.38% for Guizhou tires, and 20.22% for other Chinese tires. According to the survey of tires, the number of companies involved in the county was 23, and the amount involved was US$15.58 million. The combined anti-dumping and anti-subsidy tax rates were expected to exceed 40%.
