On February 24, the three-phase short-circuit fault of the 35 kV cable feeder cable head of Gansu Jiuquan Wind Power Base in the Northwest Power Grid in Gansu Province caused 598 wind turbines to be disconnected from the grid, resulting in a loss of 840,000 kilowatts, and causing a northwestern main grid frequency. After the accident, the State Electricity Regulatory Commission attached great importance and set up an accident investigation team to deeply analyze the cause of the accident. It also provided timely prevention opinions on the safety issues in the development of wind power and instructed the relevant units to implement rectification.

The briefing committee held that there are four major security issues in the current development of wind power:

——In terms of equipment manufacturing, most of the wind turbines that have been put into operation do not have low-voltage ride-through capability, and are easily removed from the grid if the grid voltage is reduced due to a fault in the grid.

——In terms of construction of wind farms, the engineering quality management of some project owners is not strict, and construction quality management of some construction units and supervision and management of project construction quality by supervision units are not in place.

——In terms of access to wind farms, the research on the overall safety of large-scale wind farms connected to the power grid needs to be strengthened, and some grass-roots power grid enterprises do not strictly control the access to wind farms, and unauthorized access to wind farms that have not passed on-grid safety assessment is permitted. Into the grid operation.

——In terms of wind farm operation, some wind farms have inadequate safety management systems, incomplete on-site operational procedures, and reactive power management and secondary system management do not meet grid security requirements. The power dispatching agencies need to further strengthen the dispatch management of wind farms. .

Data show that as of the end of 2010, China's wind turbine lifting capacity was 41.82 million kilowatts, of which the grid connection capacity was 31.07 million kilowatts. The "Twelfth Five-Year Plan" outline clearly states that in the next five years China must strengthen the construction of grid-connected projects to effectively develop wind power.
