First, fully understand the importance of comprehensively strengthening the prevention and control of VOCs pollution

At present, the situation of atmospheric combined pollution with PM2.5 and O3 as pollutants is prominent in our province. The concentration of sulfur dioxide (SO2) and respirable particulate matter (PM10) in the province has dropped significantly, but the PM2.5 concentration is still at a high level. Second, the overall requirements and goals

(1) General requirements. Focusing on improving the quality of the ambient air, focusing on key areas, focusing on key industries and key pollutants, supporting key emission reduction projects, promoting the coordinated reduction of VOCs and NOx, and completing the integration of VOCs in the province in stages. Remediation tasks and emission reduction targets. Third, the focus of governance

(I) Key industries: Focus on the contribution of industry emissions, focusing on petrochemical, chemical, industrial coating, packaging and printing, medicine, electronic information, rubber and plastic products, printing and dyeing, coking and other industrial industries as well as transportation sources, living sources, agricultural sources. To prevent and control VOCs pollution, implement a number of key projects.

(II) Key areas: According to the regional distribution of key industries, Wuhan and its surrounding areas, Yichang, Fuyang, Jingzhou and Jingmen are identified as key areas.

(III) Key emission reduction projects: According to the characteristics of their own industrial structure and the status quo of environmental air quality, the localities will investigate and establish a list of industrial enterprises of volatile organic pollutants, sort out the VOCs key emission reduction project library, and list the projects before the end of June 2018. Fourth, phased implementation requirements

Fifth, the main task

(1) Strengthening the adjustment of industrial structure.

1. Accelerate the comprehensive improvement of “scattering and pollution” enterprises. All localities should comprehensively carry out the investigation of “scattering and pollution” enterprises involved in VOCs emissions, establish management accounts, and implement classified disposal. The “scattering” enterprises involved in VOCs emissions are mainly chemical companies such as paints, inks, synthetic leathers, rubber products, plastic products, chemical fiber production, printing, furniture, steel structures using solvent-based coatings, inks, adhesives and other organic solvents. Manufacturing and processing companies such as wood-based panels and injection molding, as well as open-air spraying vehicle maintenance operations.

2. Strict construction environment access for construction projects. Improve the environmental protection threshold for key industries in VOCs emissions, and strictly control the emission of new pollutants. Key areas must strictly limit high-VOCs emission construction projects such as petrochemical, chemical, packaging and printing, and industrial coating. Enterprises with large new or relocated VOCs should enter the industrial park and meet the planning requirements. All new, modified and expanded construction projects will implement the same or multiple reduction of VOCs emissions, and the alternatives will be implemented in the enterprise sewage permit and incorporated into environmental law enforcement management. New, modified and expanded VOCs emission reduction projects should be strengthened from the source, using low (no) VOCs content of raw and auxiliary materials, strengthening VOCs unorganized emissions collection and treatment measures, and installing efficient treatment facilities.

3. Implement industrial enterprises' peak production. All localities should increase the seasonal control of industrial enterprises' production, fully consider the industry's capacity utilization rate, production process characteristics and pollution discharge, etc. In the summer, autumn and winter, respectively, the industry's peak production requirements for O3 pollution and PM2.5 pollution research are proposed. Guide enterprises to rationally arrange production schedules and reduce the impact on ambient air quality. Enterprises should formulate a plan for the production of the wrong peak, and implement it in compliance with the regulations and the emergency plan for the enterprise. In areas with severe O3 pollution, in summer and autumn, it is possible to formulate production control programs for industries that produce olefins, alkynes, and aromatic hydrocarbons. In areas with severe PM2.5 pollution, winter production can focus on production control measures for industries that produce aromatic hydrocarbons.

(2) Accelerate the implementation of pollution control of industrial source VOCs.

1. Fully implement the discharge of the petrochemical industry. Petroleum refining, petrochemical, synthetic resin and other industries should strictly comply with the requirements of emission standards, comprehensively strengthen refined management, and ensure stable discharge standards.

The petrochemical industry launched a comprehensive leak detection and repair (LDAR) in 2018. Establish and improve the management system, focusing on strengthening the dynamic sealing points of agitators, pumps, compressors, etc., as well as leakage management of low-point guides, sampling ports, high-point venting, liquid level gauges, instrument connections and other static sealing points. Strictly control storage, loading and unloading losses, preferential use of pressure tanks, cryogenic tanks, high-efficiency sealed floating roof tanks, fixed ceiling tanks should be installed with headspace communication and oil and gas recovery; organic liquid handling must be fully sealed bottom loading, top In the immersion loading mode, high-volatile organic liquid handling processes such as gasoline, aviation gasoline, naphtha, and kerosene adopt high-efficiency oil and gas recovery measures, and use vehicles and ships with oil and gas recovery interfaces. Strengthen the collection and treatment of waste gas such as waste water treatment system, and collect high-concentration VOCs such as collecting wells (pools), regulating tanks, grease traps, aeration tanks, air flotation tanks and concentration tanks in the process of wastewater collection, storage and treatment. The scattered links should be closed and collected and recycled. It is difficult to use and should be installed with efficient treatment facilities. Strengthening the process waste gas treatment, process relaxation gas, acid water tank process tail gas, oxidation tail gas, reforming catalyst regeneration tail gas and other process waste gas preferentially recycling, difficult to use, should be sent to the torch system for treatment, or use catalytic incineration, thermal incineration And other measures to destroy.

Strengthen emission control in abnormal conditions. Under the premise of ensuring safety, the organic waste gas discharged from abnormal working conditions is strictly prohibited from being directly discharged. If there is a flare system, it shall be sent to the flare system for treatment. It is forbidden to extinguish the torch. If there is no flare system, measures such as condensation, absorption and adsorption shall be adopted. Reduce emissions. Strengthen operation management and reduce the frequency of unplanned parking and accident conditions; for accident conditions, enterprises should conduct post-event evaluation and report to the local environmental protection authorities in a timely manner.

2. Accelerate the comprehensive management of VOCs in the chemical industry. Increase the control of VOCs in the chemical industry such as pharmaceuticals, pesticides, coal chemicals (including modern coal chemical, synthetic ammonia, etc.), coatings, inks, adhesives, dyes, and daily chemicals.

Promote the use of low (no) VOCs content, low reactivity of raw and auxiliary materials and products. The pesticide industry should speed up the replacement of solvents such as light aromatic hydrocarbons and vigorously promote water-based formulations; the pharmaceutical industry encourages the use of low (no) VOCs or low-reactivity solvents; optimize the production process. The pesticide industry accelerates the development and promotion of technologies such as water phase synthesis and bio-enzymatic separation; the pharmaceutical industry accelerates the development and promotion of technologies such as bio-enzyme synthesis.

Refer to the petrochemical industry VOCs governance task requirements, comprehensively promote the chemical industry equipment dynamic and static sealing point, storage, loading and unloading, wastewater system, organized process waste gas and abnormal working conditions and other source items rectification. In 2018, LDAR work was gradually promoted in the fields of medicine, pesticides, coatings, inks, adhesives, dyes, etc. In 2019, LDAR was fully implemented in modern coal chemical, pharmaceutical, and pesticide industries in key areas.

Strengthen unorganized exhaust emission control, storage, transportation, feeding and unloading of materials containing VOCs. In 2018, the special treatment of volatile organic compounds in the chemical industry was completed. The production of VOCs materials and the packaging of VOCs containing products should be closed, and the exhaust gas, distillation, non-condensable exhaust gas, etc. should be exhausted, and the process vessel should be ventilated. Purge gas, vacuum exhaust, etc. should be collected and treated. For those enterprises that do not meet the requirements, the inventory management number should be managed, and the progress of the rectification time should be clearly listed.

3. Increase the intensity of industrial coating VOCs. We will comprehensively promote the emission control of industrial coating VOCs in the manufacturing industries of automobiles, wood furniture, ships, engineering machinery, steel structures, coils, etc., and promote the use of green raw and auxiliary materials with low (no) VOCs content. The province will complete industrial coating before the end of 2019. The collection and treatment of organic waste gas in the loading industry will be basically completed by the end of 2018.

(1) Automobile manufacturing industry. Promote VOCs emission control in vehicle manufacturing, modified automobile manufacturing, and auto parts manufacturing. Promote the use of high-solids, water-based paints, supporting the use of "three coatings and one baking", "two coatings and one drying" or medium-coating and other compact coating processes; promote the efficient coating process such as electrostatic spraying, encourage enterprises to adopt automation and intelligence Spray equipment replaces manual spraying. (2) Wood furniture manufacturing industry. (3) Shipbuilding industry. Promote the use of high-solids coatings, and promote the use of water-based coatings inside and inside the cabin. Optimize the coating process, advance the coating process to the staged coating stage. Before the end of 2020, more than 60% of the painting operations will be closed and sprayed; the high-efficiency coating technology such as high-pressure airless spraying and electrostatic spraying will be promoted. Strengthen the collection and treatment of waste gas in the workshop, the organic waste gas collection rate is not less than 80%, and build efficient treatment facilities such as adsorption and combustion to achieve standard discharge.

(4) Construction machinery manufacturing industry. Promote the use of high solids, powder coatings, by the end of 2020, the use ratio of more than 30%; pilot implementation of water-based coatings. Actively adopt advanced coating technology such as automatic spraying and electrostatic spraying. (5) Steel structure manufacturing industry. Vigorously promote the use of high-solids coatings, by the end of 2020, the use ratio of more than 50%; pilot implementation of water-based coatings. (6) Coil manufacturing industry. Fully promote the use of automatic roll coating technology; strengthen the collection of baking waste gas, the organic waste gas collection rate of more than 90%, supporting the construction of combustion and other treatment facilities to achieve standard discharge.

4. Deeply promote the comprehensive management of VOCs in the electronic information industry. Focus on strengthening VOCs emission control in solvent cleaning, photolithography, gluing, painting, hot pressing and other processes.

Strengthen source control. The board manufacturing should adopt a no-clean process and promote the use of no-clean flux. The surface painting and painting production of electronic terminal products is replaced by the traditional air painting process for the electrostatic painting process. The high-efficiency coating process such as electrostatic spraying, shower coating, roll coating and dip coating is promoted, and the high volatile organic content is gradually eliminated. 5. Deeply promote the comprehensive management of VOCs in the packaging and printing industry. Promote the use of low (no) VOCs content of green raw and auxiliary materials and advanced production technology and equipment, strengthen the collection of unorganized exhaust gas, optimize the drying technology, and support the construction of end treatment measures to achieve the whole process control of VOCs in the packaging and printing industry, focusing on 2018 Completed before the end of the year. Strengthen exhaust gas collection and treatment. For the preparation and use of organic raw and auxiliary materials such as inks and adhesives, measures such as negative pressure transformation in the workshop environment and installation of high-efficiency gas gathering equipment are required, and the organic waste gas collection rate is over 70%. For transshipment, storage, etc., it is necessary to adopt closed measures to reduce unorganized emissions. For the drying process, circulating air drying technology should be adopted to reduce exhaust emissions. For the collected waste gas, it is necessary to build efficient treatment facilities such as adsorption recovery and adsorption combustion to ensure compliance with standards.

6. Accelerate the comprehensive management of VOCs in the rubber and plastic products industry. Focus on promoting the emission control of VOCs in the rubber products industry and plastic products industry (excluding plastic artificial leather and synthetic leather manufacturing).

Strengthen source control. The rubber industry promotes the use of new coupling agents, adhesives and other products, and promotes the use of paraffin oil to replace ordinary aromatic oils, coal tars and other additives. Promote the use of cleaner production techniques and equipment. Select complete production equipment with high degree of automation, strong airtightness and low exhaust gas generation; promote the application of closed rubber mixing production line for automatic weighing, batching, feeding and discharging; promote the use of series mixing technology; preferentially use water cooling technology, Popularize the low-temperature one-time rubber mixing process; the vulcanization equipment is equipped with an automatic exhaust system with negative pressure pumping and normal pressure opening. Strengthen source control. Promote the use of environmentally friendly additives and solvents such as low toxicity, low (no) VOCs. Encourage textile printing and dyeing enterprises to use loop-closed closed-type production integrated equipment to improve exhaust gas collection efficiency.

By the end of 2020, the collection and treatment of organic waste gas in the printing and dyeing industry will be completed. Process packaging for the production of VOCs in the printing and coating process, and in the oven, setting machine, etc., should be equipped with closed collection measures. Solvent-based coating organic waste gas should be equipped with high-efficiency treatment facilities such as adsorption recovery and adsorption combustion, and multi-stage spray absorption facilities can be built for water-soluble organic waste gas; the exhaust gas of the setting machine should be equipped with a treatment facility combining water spray and high-voltage static electricity. 8. Promote the comprehensive management of VOCs in other industrial sectors according to local conditions. All localities should combine local industrial structure characteristics and VOCs governance priorities, and select other industrial industries to carry out VOCs governance according to local conditions. The wood processing industry should focus on strengthening the emission control of VOCs in drying, gluing and hot pressing processes. The synthetic leather industry should focus on strengthening the emission control of VOCs in the drying, printing and spraying processes. The coking industry should focus on strengthening the emission control of VOCs in the recycling process.

(3) Deeply promote the prevention and control of pollution from traffic source VOCs.

1. Coordinate the promotion of comprehensive management of VOCs for motor vehicles. Focusing on gasoline vehicle exhaust emission control and evaporative emission control, we will promote the reduction of vehicle VOCs. In the aspect of exhaust emission control, improve engine combustion technology, improve the efficiency of three-way catalytic conversion; eliminate old cars and motorcycles, and strengthen supervision and management. In the aspect of evaporative emission control, the fuel evaporation test is promoted to ensure that the fuel storage tank, the oil circuit and the activated carbon canister are sealed in the vehicle; the summer steam pressure is lowered to control the summer fuel evaporation.
